The electricity climate change sectoral adaptation plan offers an opportunity to create grassroots bottom-up local resilience, through community owned, renewables-based, microgrids, capable of meeting essential electricity needs while islanded or disconnected from the main grid.

This is the theme of Community Energy Federation of Ireland (CEFOI’s) submission to the Department of Climate, Energy and Environment’s “Consultation on second electricity and gas networks climate change sectoral adaptation plan“, submitted on 5 September 2025.

Our response explains how microgrids allow communities to retain essential electricity services during storms, which are becoming more frequent due to climate change, when wind or lightnening brings down parts of the grid, as happened in January this year. Our response calls for this to be included in the electricity climate adaptation plan, and for a number of policy measures to support communities to wish to do so, to transition to microgrids.
